Will Changes Make a Difference?

We are aware of the issues including lack of action after SARS in 2003, systemic weaknesses in the sector that persisted for over a decade and lack of integration with the rest of the healthcare sector which led those in long-term care down a tragic path during the pandemic in Ontario.


As a result, in October 2021, Ontario government announced significant changes to following the report of the Long-Term Care Commission. On the same date, the government tabled Bill 37, Providing More Care, Protecting Seniors, and Building More Beds Act, 2021. If passed, Bill 37 would repeal the current Long-Term Care Homes Act, 2007 and would enact the Fixing Long-Term Care Act, 2021. It would also make amendments to the Retirement Homes Act, 2010.


In particular,

  1. The average number direct care hours will be increased per resident

  2. The Resident’s Bill of Rights will align with the Ontario Human Rights Code and recognize caregiver’s role in resident health

  3. Feedback will be sought through surveys

  4. New and more stringent compliance and enforcement tools will be established

Will these changes be enough? Specifically, will residents have improved conditions? Will they receive care from staff with appropriate training who use appropriate infection prevention and control practices? Will there be appropriate oversight and enforcement of these conditions?


Only time will tell. Let's hope that the current human health resource crisis doesn't take a further toll on this vulnerable sector and that the current focus will prevail.
